A New System Proposal About The Planning- Preservation Relation

Preservation of the documents that humanity created directly or together with nature during the thousands years of civilisation history is today called �Heritage of Cultural and Natural Properties�. This preservation is a fact and responsibility recognised as a common problem of humanity and to which big importance is attached in our era. The rapid development of the communication means makes world�s people closer to each other day by day, reinforces the idea of preservation of the common heritage and increases the responsibilities of its owners. The most important result of this responsibility is that all the world countries should have a common language and criteria to preserve the properties of culture and nature. To this end, people recognised the need for a legal system or systems, and the improvement in preservation, which had been limited to individual efforts and attempts before, reached a level that imposes individual and international responsibility on every single country. The starting point of the study is based on the fact that the Planning for Preservation in the current planning system did not be implemented at �desired�/�necessary� level in spite of relevant laws and institutions. The main reasons of this problem are the roles and formations of the actors and their relations with each other and uncontrolled situation effective in preservation in the current structure which hinders the functionality of the planning and prevents the preservation practice.

Binlerce y�ll�k uygarl�k tarihi i�inde insan�n do�rudan ya da do�a ile birlikte yaratt�� ve bug�n " K�lt�r ve Tabiat Varl�klar� Miras�" diye adland�r�lan belgeleri koruma olgusu, �a��m�zda insanl��n ortak sorunu olarak kabul edilen ve üzerinde �nemle durulan bir olgu ve sorumluluktur. �leti�im ara�lar�n�n ula�t�� h�zl� geli�menin dünya halklar�n� birbirine yakla�t�rmas�, bu ortak mirasa sahip ��kmay� kuvvetlendirmekte ve sahiplerinin sorumlulu�unu artt�rmaktad�r. Bu sorumlulu�un en �nemli getirisi ise, k�lt�r ve tabiat varl�klar�n� korumada, t�m d�nya �lkelerinin ortak bir dil ve kritere sahip olma zorunlulu�udur. Bu ama�la korumac�l��a ili�kin yasal sistemlerin gereklili�i kabul g�rm��, �nceleri bireysel �aba ve giri�imlerle s�n�rl� kalan koruma kavram�ndaki geli�im giderek her �lke i�in uluslararas� sorumlulu�a ula�an bir konuma gelmi�tir. �al��man�n temellendi�i sorun da koruman�n geldi�i bu �nemli noktaya ra�men ülkemizin mevcut planlama sistemi i�inde Koruma Ama�l� Planlaman�n, yasalara ve kurumlara ra�men �istenilen� / �olmas� gereken� d�zeyde ger�ekle�ememesidir. �Korumada etkin olan akt�rler� bug�nk� yap�lanma i�inde planlamay� i�levsizle�tiren ve koruma uygulamalar�n� engelleyen rolleri, olu�umlar�, birbirleri ile ili�kileri ve denetimsizlikleriyle sorunun temel kayna�� olarak g�r�lmektedirler.
